I have three videos that I want to put on a DVD as a packaged video.
But I want the people who view the DVD to have the option to click on either Chapter 1, Chapter 2, or Chapter 3. How do I create a menu in the beginning of my DVD so people can choose which chapter they want to click on first?

Not sure what you mean by packaged video. If you need something to be distributed commercially, you probably need to send this out. If it's more for personal use…
Assuming the project is of acceptable length you could put all 3 movies on the single track that FCPX allows. Insert gap clips between the 3 movies as well as chapter markers.

The oldie but goodie iDVD is your friend. It came with iLife '11 so if it isn't on your computer maybe you can find a copy of it somewhere.

Look about 5% of the way to the section "6.0 Themes (Chapters)" and on the right side are some pictures that show how one can have up to six chapters on your DVD.
If you can't find iDVD 6 then the only solution is to buy an aftermarket application.
That's exactly what I mean by packaged - that all 3 videos are on one DVD rather than making a DVD for each video. But my question didn't really get answered, how do I get some sort of DVD menu to come up as the very first thing my viewer sees, that gives them the option to not only play the entire movie but also to be able to click on either Chapter 1, Chapter 2, or Chapter 3. Some of my viewers will not need to see all chapters so I want to give them a choice that they can CLICK on.
You need DVD Studio Pro or Adobe Encore to do this. DVDSP calls them stories. Separate movies that can be linked together sequentially. You can't do that in iDVD.
