I am thinking of buying a used iPad 3rd generation. The seller states that it is "attached to someone else's account" The seller states that he does not know how or have the time to resolve this issue. Has anyone heard of this issue? It had a Veriztion account. I just want to use the WiFi and use it for my photgraphy.

It's called activation lock.

Without the original owner's password, the device is useless.

This is an anti theft fearue.

If it has IOS 7, it has activation lock. Without the Apple Account ID and password, it will be useless. It is permanently tied to the original owner's account and might well be stolen. Buy only if it has been detached from the original account.
