I don't use PC or Mac. I have only I phone and iPad. To use air play speakers away from home. I like to use iPad to set up airport express . Is it possible to do it without laptop or desktop?

If you go to the App Store in iTunes you will discover there is an iOS version of Airport Utility for both the iPhone and iPad.

You do not even have to have the iOS version of AirPort Utility installed on an iPad to set up the Express. But, you will need it if you want to go back in later and make any changes.
Hold in the reset button on the Express for 10 seconds and release. Allow a full minute to restart.
On the iPad home screen, Tap Settings, then Tap WiFi
Under the heading of Setup a new AirPort Base Station, tap on AirPort Express and follow the prompts.
