Why can't I resize a wallpaper shelf to fit on the screen?

I downloaded several wallpaper apps, that includes shelfs. When I download a wallpaper shelf, and select it. It asks me to resize it. But as soon as I resize it and move my fingers away to save it, it goes back to an oversize picture, and the shelves don't line up properly.
