Is there a way to make an iPhone show up as a hard drive when I plug it into my PC, so I can scan it with recovery software to hopefully recover an accidentally deleted picture? I know there is an option like this on Droids, but can't seem to find it on the iPhone.

No, you make a backup on computer and use a 3rd party tool to extract from it.

Right. But i just want to copy a few of the photos out of there and onto my PC. But sounds like there's no straightforward way to do that.

Install iCloud Control Panel for Windows and you don't even have to plug in.
