I wasn't able to update my IOS because I didn't have enough storage space, so I spent $20 on more storage space so now I have way more than enough....and it's still not letting me update. I tried all the common sense stuff like re-starting, waiting 24 hours, etc...but if I missed anything, any pointers are GREATLY appreciated!

Those $20 did not buy you more space on your iPhone. You cannot increase the physical amount of space on your iPhone. What you bought was more space in iCloud to store backups.
Go to Settings > General > Usage on your iPhone, see what's taking all the space, and clear some out.

You need more storage space on your iPhone. Delete some items on your iPhone.

That is for iCloud storage, not storage on your iPhone.
One more thing: Your comments say "Tried upgrading to iOS 6". Either that is a very old comment, or you need to know you cannot upgrade to iOS 6, and have not been able to do so since September. You will upgrade to iOS 7.
