It sounds like Siri is not working correctly over a 3G cellular connection, but is working fine on Wi-Fi. I recommend starting by turning off Siri in your settings:
If Siri is not behaving as expected, try toggling Siri off and then back on. You can turn it off and on in Settings > General > Siri.

Then close all the running apps on the phone:

Double-click the Home button.
Swipe left or right until you have located the app you wish to close.
Swipe the app up to close it.
When you have done tha restart the phone, enable Siri in the settings and then test the issue:

If the issue persists, I would next backup your device to iTunes, and restore it:
