Pls help i dont have face time on my ipad air which i bought here in kuwait

Did you buy the iPad from an authorized Apple dealer in Kuwait, or from a private seller or an unauthorized shop? If you didn't buy it from an authorized dealer, it may well have been originally sold in Saudi Arabia or the UAE where Facetime is banned and hence permanently blocked in devices sold in that country.
