Is it a new account ? If it is, then how did you create it ?

With new accounts, unless you use the instructions on this page when creating an account : http://support.apple.com/kb/HT2534

then credit card details (or debit card if they are accepted in your country, they are no longer accepted in all) will need to be entered before the account can be used to download any item from the store.

You should be able to remove the card's details from your account after entering it, you should get a 'none' option appear. Changing payment info : http://support.apple.com/kb/HT1918

But even if you have a card on your account, as long as you are buying items for yourself (you can't gift content via your balance) then your balance should still be used first, before your card is charged. From http://support.apple.com/kb/HT5582 :

When making purchases, content credits are used first, followed by Gift Certificate, iTunes Card, or Allowance Account credits; your credit card or PayPal account is then charged for any remaining balance.
