I have 11.3 GB of storage available, yet I get a message saying that my iPad cannot back up due to there being not enough storage. What can I do? I already rebooted the iPad.

I think it's telling you that you do not have enough space in iCloud to backup your iPad.
Solution: Buy more space in iCloud
Already did that and I have 15Gb and 11.3 available.

Yes, this is what I get, but then a pop up appears telling me that the back up can't complete because so insufficient storage.
Reset iPad and try backup again.
Hold down the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears
Note: Data will not be affected.
Did that, still getting the error message.
