My kids now are young adults. They want to establish thier own Itunes Id and take their music from the family library under thier new ID. How can we work that out?

Purchases can not be transfered. They are permanently linked to the Apple ID they were purchased with.
As already stated, items cannot be transferred. However, as long as they have copies on their computer they can continue to play them under their new IDs. The main issue will be if they need to redownload them, and this is where making sure you have proper backups is very helpful so you can avoid needing to redownload under a different Apple ID.
