I'm a college student and I would like to read my required articles on an iPad mini rather than bring my laptop everywhere and I was just wondering if I can take notes on the iPad mini/what the best note taking app is?

Certainly you can. You can use the built-in Notes app, or you can get one of the many third-party notes apps available. Which will be "best" will depend on your specific needs and preferences, and what works for me or someone else here may not suit you. Some apps offer handwriting with a stylus, some allow annotating of existing documents, and some offer other features you may or may not find useful. Search the iTunes Store for "notes" or do a web search for "ios notes app" and read the comments and reviews you find for suggestions.
