Q: my phone wont open. i can move the notification screen down and the ultilties screen up but nothing works on them what do i do i need to get my phone to work

hi my phone screen isnt working at all and i dont know what to do. i tried turning it off but i cant slide to shut it down. what should i do?

iPhone 4S, iOS 7.0.3
