How do I read the same book on 2 devices?

If like to read the same book on both devices but am not able to download the book on my iPad. It gives me an error message that says I must wait 89days to use another Apple ID? I'm only using the one account/one Apple ID for both devices. Please help me!! I was able to do this before with the last 2 book series I purchased and now suddenly I'm not able to. So frustrating!!
