The other day I received what looked like a full screen popup on my lock screen with what looked like a scam telling me that i'm eligible for some ridiculous amount of money, the only other button on the screen was "DISMISS" Anyone had any issues similar?

Those are flash SMS. They are illegal in most places. Unless your iPhone has been jailbroken, you cannot get a virus on the phone. Next time you get one, just power the phone off and then back on again and it will disappear.

My iPhone was previously Jailbroken, though isn't anymore.
Do I still suffer from the vunerabilities after the fact?
It could be possible, since it is not always possible to remove all remnants of a jailbreak. However, I identified what you described, and it has been discussed before. It is not usually an attempt to infect the device, it is just an advertising scam.
