Iphone4. AT&T but using straight talk

I have a iphone 4. I can not make a facetime call using my cellular. How ever I see that I missed a call but I can not call out using cellular. I can by using wifi. Under setting "use cellular data for" face time is not listed. I tried resetting all setting from the beginning. Can anybody help. Thanks

With a Wi-Fi connection and an Apple ID, you can make and receive FaceTime calls (first sign in using your Apple ID, or create a new account). On iPhone 4s or later, you can also make FaceTime calls over a cellular data connection, which may incur additional charges. To turn off this feature, go to Settings > Cellular. For more information about cellular usage and settings, see Cellular settings.
