If someone uses your hotspot it would be against your data allowance, however if you have unlimited data, there would not be any additional charges.
EDIT: I would contact my carrier with any questions about that. They are the ones that handle charges.

Note as well that often "personal hotspot" and "unlimited data" are mutually exclusive; if you have the former, the carrier won't give you the latter and vice-versa. So as the others have advised, you absolutely need to talk to your carrier about what is allowed in your plan.

Keep in mind that not all "unlimited data" plans are actually "unlimited".
Where billing questions are concerned, it is always wise to consult your carrier as they are the ones who will be charging you.
