The number connects ok and it rings ? If it's not being answered then try contacting support via this page and explain and see how they reply : https://ssl.apple.com/emea/support/itunes/contact.html - account security is normally dealt with over the phone as they need to confirm your id and that it's your account, which is more easily done over a phone line.
