10.8.5 802.1x not working

So i've got a 10.8.5 macbook air. In order to get on the wireless we use iphone configuration utility to set up the wireless credentials with an AD account to differentiate between student or staff. Now the profile works under a local administrator account on the laptop but it doesn't stick when you restart or even when you log in to the local administrator and log back out (this worked in 10.6.8). Nothing i've tried works, i made sure it was bound correctly, i made sure the date/time was correct, i deleted and reinstalled any and all wireless/computerid settings and used a brandy new profile. Nothing.

Recap: Problem: 802.1x profile not working for any account other than local administrator.

Required Solution: Needs to work for managed accounts.

Needs to work on startup as a system profile (similar to 10.6.8).
