Is your phone on and nearby when you're trying to pair your Beats? If it is, that's the problem. It won't pair with your iPad if it's already paired with your phone and the phone is close enough to your iPad and bluetooth on the phone is on. Turn bluetooth on your phone off and you'll likely have no problem pairing your beats with your iPad.
I had the same issue and just solve it ;) I had paired my beats wireless with Blackberry Q10. I was trying to pair with ipads, iPods - no luck. Was looking on forums... No solution. I was thinking for reset beats and Bingo ;)
