I broke my old iPhone 5 and now have the iPhone 5s and everything from iCloud showed up on my new phone except my pics and I can't seem to get them. The storage on my iCloud is almost full so I know that they're there but can't retrieve them. Help?

You could try restoring the backup again using the approach posted by ezjules here: http://support.apple.com/kb/HT5621. This seems to have worked for some people.

That's normal. You can't see photo stream photos on icloud.com. You can only see them on an iOS device or computer that is signed into your account with photo stream enabled.

Also, photo stream photos are not backed up, only camera roll photos are. Photo stream photos will stay in iCloud for 30 days so connecting to your photo stream will enable you to access photo stream photos from the last 30 days.
