Is it possible for the activation lock to come up if icloud is not signed in?

Ahh, ok...when you purchased the iPad was it supposed to be restored to factory condition? If it was then the previous owner's Apple ID should have been removed. If the unit did not have the ID removed there is no option but to get the previous owner to turn off Find My and remove the Apple ID.


You can try doing a restore to factory condition and see if that works, go to Settings > General > Reset > Erase All Content and Settings and if there is no Activation Lock set you will end up back at a factory fresh iPad but with the current iOS still on it.


If the iPad wants the Apple ID then you must get that from the previous owner as the Activation Lock cannot be bypassed.
