Exactly what problem are you having? Did you turn on Settings > iCloud > Find My Phone? If you did that, then iCloud is turned on and the Activation Lock will come up. You must use the Apple ID and password to release that lock.
Me device is purchased second hand. It does not have any icloud account signed in. I wish to reset the iPad but I'm hesitant because the activation lock of the previous owner might come back.
Ahh, ok...when you purchased the iPad was it supposed to be restored to factory condition? If it was then the previous owner's Apple ID should have been removed. If the unit did not have the ID removed there is no option but to get the previous owner to turn off Find My and remove the Apple ID.
You can try doing a restore to factory condition and see if that works, go to Settings > General > Reset > Erase All Content and Settings and if there is no Activation Lock set you will end up back at a factory fresh iPad but with the current iOS still on it.
If the iPad wants the Apple ID then you must get that from the previous owner as the Activation Lock cannot be bypassed.
Settings > iCloud; does it show the previous owners apple id? IF not then you're good to go to restore
