how do I unlock an me.com email account?

I used to have an icloud account . All of a sudden I can't get the messages to forward or access them on my phone. I've tried to reset the password but the system is iffy. Sometimes the system recognizes my date of birth. I've tried so many times to reset it that it is locked now. If my email acct has been hacked, I want to know how to get it back, I use it for school and business. Desperate!!!

Is there a phone number so I can talk to a real person to unlock and reset my password?

I'm very frustrated.
