Error -3212 iTunes - I tried everything - Need help

I keep getting error -3212 when I try logging on to my itunes acct or going to the itunes store. i followed every discussion advice from Lans, disabling Firewall, to making sure iTunes was selected to updating and repairing iTunes. I use windows vista
