USB 3.0 port speed

My USB 3.0 ports won't go faster than 480 Mbps as this is the concentrator speed even if they should go much faster. Apple say that : " If you plug in a USB 2 hub first, all devices connected will operate up to the maximum transfer rate of USB 2 speed after that." It is possible to go back to USB 3.0 speed after you plugged a USB 2 first? I already tried to reset the PRAM and the SMC, it didn't work.

I'm having the same problem with my 2014 MacBook Pro. I've gone from a WD 2.5TB usb 2.0 EHD to a Seagate Backup Plus 2TB usb 3.0 but it's only connecting at 480mb/s any help would be great thanks.
