I sent an iMessage to a person with a droid phone and it said it was delivered. But usually to droid phones it doesn't do that. It's blue and says delivered but all the texts before that were the regular text message colors and it won't give me the option to send it as a text message.

Are you sure that person didn't recently swtich from an Android device to an iPhone? If not, they might have a Mac or iOS device that is using the same phone number for Messages and/or FaceTime.
They also might have recently switched from an iPhone to an Android device, and their phone number is still linked to an Apple ID, resulting in the messages sending as iMessages. They need to sign out of Messages on their phone.
