    You may sometimes see a hold placed on your account when "buying" a free app.

     

    What app were you charged for that should have been free?

    Mavericks is a free update - if you're seeing a charge on your account, that does sound like an error.

     

    It's not uncommon for a $1 or so charge to show up on your account - this happens just to make sure you have a valid card on file. It will generally go away fairly quickly.
