Configurator treats Keynotes, iMovie etc as paid apps and doesn’t allow to install them unless you buy the redemption codes in VPP. And obviously I don’t want to pay for apps that I could get free for the latest sets of iPads.

Go to the support form within VPP and contact Apple. They will supply VPP codes for eligible devices.
