How do I restore my disabled ipad without a usb cord

Actually if ipad has cellular service it can be erased from icloud.com website. Regular wifi ipad is not going to receive erase signal, it is not going to connect to wifi in disabled mode. Even on home network.

You can't. You have to connect it to your computer with your usb cable so you can restore it in iTunes.
