Unfortunately, I have no rescue Email either, which *****, and I'm not getting a new account because I have £37 on my current one. I have no idea what my security question answers are.
If you don't have a rescue email address (you won't be able to add a rescue email address until you can answer your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.
