How to block users from all apps except a few?

I don't see that happening.

Your carrier might be able to restrict the line down to being allowed to call only 2 numbers. Ask them.

Honestly, you need to start hiring people you can trust.

I understand, it's just that if you can't trust them not to make a fifty-cent phone call, can you really trust them with a $600 phone?

A dumb phone with call restrictions placed on it by your carrier and a low end standalone GPS would be cheaper.

You can easily lock out installation of apps and deletion of apps.

Go to Settings>General>Restrictions and take a look at your options. It may be 'good enough'. Make darned sure you've got a company controlled iCloud account set up on it with find my iPhone enabled, though.
