Just bought the Wife an iPhone 5S.
She is unhappy with it because she cannot see the phone numbers of people calling her (some people are never happy lol).
Is there a way she can see the numbers of incoming callers?

What does she see what people call. If the carrier supports Caller ID, you should see the number, unless the caller's number is entered into her contacts, at which point she would see the caller's name.

We are in UK, our carrier is EE (Orange), full 4G package so I am guessing they provide caller ID.
I am on the same network and my little 'dumb' Nokia displays incoming numbers every time.
Do you know of any settings on the iPhone that are relevant?

No. There are no relevant settings on the phone. Caller ID is a carrier feature. Contact your carrier if she's not getting caller ID.
