Cannot Resize Macintosh HD Partition

(MBP 15 late 13) Cannot resize my partition in Mavericks (Normal Boot, Recovery Boot, etc.) and now found out that I cannot boot into safe mode. First Mac since the Mac II and have come across several annoyances, this being the latest one.

Oh, just found out preview wont export a tiff as a jpeg (since I cannot upload a tiff to these forums and Grab's default filetype is tiff) 😠
