Q: creating id

hi, i just buy another iPhone 4s from a friend. through wifi i tried to create iCloud ID but at last i got "this device is not eligible ……."please help. alijamil01@yahoo.com

iPhone 4S, iOS 7.0.4

The device has been used to create too many Apple ID's. You have to create it some other way.
