Can ANYONE HELP me im so over it and simply cannot deal with this issue?! DESPERATE

Second time my apple id and passwords along with linked recovery email have been hacked? im in tears and of course THIS TIME (right NOW) I also cannot find my phone, since I cant log in I cant use find my iphone.....FANTASTIC!? not so much if anyone would be kind enought to help me here i would be forever in your debt! Also i might want to add that I have no other phone here and all 2step verifications are beinf sent to my iphone. I could just lose it right about now ;(
