Pre-ordered album says 'purchased' but will not download to my library.

When i click the download link from the email that it was available, it says i need to "verify my billing information", which I do and save it, only for it to take me to the itunes home page. I've taken pretty much every pervasive action I can think of...
I changed the credit card / billing info after a few attempts. I've signed out / signed back into iTunes. Restarted my computer. I even went into Manage My Preorders, canceled the order, and when I go to the album it still says purchased.
Granted I'm not overly upset about it, because it hasn't taken the credit from my account, (which is confusing.. why would it say purchased itf it hasn't charged me for it....?) so I'm not loosing money but i realllllly want this album. Help!
