As long as you are buying content for yourself then you balance on your account should be charged - from http://support.apple.com/kb/HT5582 :

When making purchases, content credits are used first, followed by Gift Certificate, iTunes Card, or Allowance Account credits; your credit card or PayPal account is then charged for any remaining balance.

If you are trying to gift content then you will need a credit card, your balance can't be used for gifting.

If you mean that you are being asked to enter credit card details when trying to purchase then that doesn't necessarily mean that the card will be charged, entering card details is a way of confirming that you are able to buy from that country's store - and if it's a new account, and the instructions on this page weren't used to create the account, then card details will need to be entered before the account can be used in the store. If you are asked for card details then you should be able to remove them after entering it
