Can't turn off Find My iPhone!

I have an ipad and an iphone. my ipad is locked and i don't remember my passcode (i've tried everything) and it won't let me restore it unless i turn off "Find My iPhone." i removed it from the app with my iphone and it says its off. it also doesnt show up in the list of devices online on icloud, but it still says i have to turn it off and wont restore! please help me! i'm dying. i'm in college so i can't afford to buy a new one. my ipad is currently connected to my pc and i'm doing anything and everything i can to figure this out but nothing is working! ): any help you can offer will be appreciated!!!!!
