Upgrade issues

For the last two versions, iTunes on Win7x64 has been unable to upgrade and I've needed to uninstall the previous version in order to upgrade. Why is this suddenly happening? Is there a way to fix this? This is annoying, considering this is the only way I have to put music on my iPod.....
