Transferring music loaded into itunes from CDs?

Loaded music from CD's into a windows desk top and want to put into a new laptop (windows 7).

I have an iphone 4 and an ipad I could use as intermediary.

How can I do that? Can I put the desktop, laptop and iphone, ipad in the icloud? all sharing the same itunes?

I do not want/can not use an apple home network as I use windows products in my home office/media center.

There was a discussion on this in 2007 and a program (sw) discussed - not available.

When my old desktop crashed - the backup did not include any itunes data. Was able to get purchased products.
