Is the iPhones 5S's A7 chip a quad core processor?
I understand the A5 and A6 are dual core processors but I am wondering if Apple finally made a quad core processor which are very common in Android devices.

It states that the iPhone 5S feautures a dual-core chip.

Then you have your answer. However iOS 7 uses 64 bit processing currently Android does not.
Number of cores is no more useful a measure, no other factors considered, than is clock speed. Compare the many benchmarks of the iPhone 5S versus other smartphones and you'll see that the iPhone 5S meets or exceeds, often significantly, the performance of almost every other phone currently on the market.

Yeah I know! Apple really knows to how build good solid chips. I was just wondering in the first place whether or not the A7 chip was a quad-core processor because its so fast.
If Apple's dual-core provides faster processing than the competitor's quad-core, we can only imagine how great Apple's quad-core will be. Woohoo!
