The parental controls for what ? The page that you posted from tells you where they are on your computer's iTunes i.e. Edit > Preferences on a PC, iTunes > Preferences on a Mac.

If you mean on a phone then you can use Settings > General > Restrictions on it : http://support.apple.com/kb/HT4213
