we operate i phones and i pads for our employees and we want to set certain programs up for them to use is their any way of setting the i pads so they can only use the programs loaded by us and not anything else
Look at using Restrictions. Go to Settings>Restrictions. You can prohibit downloads from the iTunes store, Installing Apps, Deleting Apps, and making In-app Purchases. Restrictions is password protected and only you can know the password.

You can also consider an MDM solution. Airwatch, for example, allows setting up restricted device profiles. Devices can also be placed in a kiosk mode or shared device mode. The newest version of OS X also provides MDM capability. You might look at that for starters.
