Vibrate working when clicked off

Can anyone tell me why when i receive a text (on normal mode) i get a tone and vibrate even though i've the vibrate for new message turned to "off".

Same in whatsapp, it tones & vibrates on new message if i am not in the app, but i have vibrate turned off.

It's driving me nuts.
