The documents Brenden pointed to, will allow you to download GarageBand audio files to your PC, but you want to share the projects and not the audio files, right? (See this link: Share GarageBand songs, Send a GarageBand song to iTunes). You can share projects to your PC, only the PC cannot handle the project bundles.
