"Tried all" - don't really know what that means.

Are you on WiFi? Do you have Bluetooth on? Is the other device new enough to also have AirDrop? Is it closeby? Is it also on WiFi and Bluetooth? Is it an iOS device (not an OS X device)?

The other device - which you did say is an IPad - must be an iPad fourth gen, iPad Mini, or iPad Air.
