iPhone unable to text/swipe. Siri voice talking commands to me. Help !!!

My phone isnt allowing me to type/text. Unable to swipe. The Siri Voice is saying everything as its doing things, as though I were blind and unable to see its actions. I am having to "double tap" icons as though I was double clicking with a mouse.

I have tried doing a hard reset. Any suggestions ?
