Q: windows bluetooth driver

You cannot connect the iPhone to a computer via bluetooth for any purpose. iTunes sync is supported over wifi or through a USB cable.

The bluetooth on the iPhone can be used to connect headsets, keyboards and other accessories but cannot connect it to a computer.

This has never been a feature of iphone/ipod/ipad.

What are you trying to do by connecting the two devices. These are the only Bluetooth profiles the iPhone supports for Bluetooth. http://support.apple.com/kb/HT3647. The iPhone uses the latest Bluetooth version 4. You can really only connect the two by using the Personal Hotspot.

While you should be able to connecct via Bluetooth to share the Personal Hotspot, it is much slower than doing it via wi-fi or using the USB connection.
