There are instructions on this page for how to reset a disabled device : http://support.apple.com/kb/HT1212 - you can use iTunes on a PC to do it. Or you might be able to do it via http://icloud.com
Have you got a backup of your iPad on your PC, or do you have an icloud backup that you can then restore back onto the iPad ? Or do you have your content on it so that you can resync it ?
