If you are being asked for your credit card details then it doesn't necessarily mean that it will be charged for the purchase (unless you are trying to gift) - how purchases are billed, http://support.apple.com/kb/HT5582 :
When making purchases, content credits are used first, followed by Gift Certificate, iTunes Card, or Allowance Account credits; your credit card or PayPal account is then charged for any remaining balance.
Asking for credit card details is a way of proving that you are able to buy from that country's store. And if it's a new account, and the instructions on this page weren't used when creating it, then card details will need to be entered before the account can be used in the store.
You should be able to remove your card's details after entering them.
